Core Values Guiding the Use of School Facilities by the Community

  • Schools are the cornerstones of neighborhoods and a vital resource within the community

  • Effective utilization of schools as a community resource is cost effective and improves the quality of life for residents.

  • Management of community use of school facilities is a highly visible function of the district and is often the only contact taxpayers may have with the district. Facility users are important stakeholders within our system.

  • Effective management of community use of school facilities intentionally seeks to balance the needs of the community with the needs of the school system.

  • An accountable and responsive facility use system builds positive, long-term partnerships and is essential to the civic structure within the community.

Priorities

All groups using Robbinsdale Area Schools facilities will be categorized according to five classifications. Determination of priority use and rental charges is based upon classifications. Check with the facilities scheduler for more information. Occasionally, non-school scheduled activities may conflict with a school program. In these situations the school program will take priority over the non-school activity. If possible we would make every effort to find an alternative facility for the non-school group.

Procedures

1. Community use of district facilities before and after the school day, weekends and vacations will be scheduled by the facilities scheduler, Community Engagement and Enrichment, a division of Community Education. You must complete a Facilities Request Form in order to submit an application. You may obtain a Facilities Request Form in the following ways:

  • Call the facilities scheduler at 763-504-4917 and request a form be mailed to you.

  • Come to the facilities scheduling office and pick up a form. The office location is Community Education at Pilgrim Lane, 3725 Pilgrim Lane North, Plymouth, MN 55441.

2. Your completed Facilities Request Form must be received by the facilities scheduler a minimum of 10 days in advance of the activity. More time may be required for complicated requests or those involving the auditoriums.

3. Upon receipt of your Facilities Request Form the facilities scheduler will verify space availability and provide a cost estimate.

4. If your request is approved, the facilities scheduler will complete a Facilities Contract which will stipulate the conditions of use. The contract will provide cost estimates including rental charges, staff fees and damage deposit, if applicable.

5. The applicant will be required to sign the Facilities Contract, either in person, or online. This signature on the Facilities Contract constitutes acceptance of the responsibilities and conditions of use prescribed by the school district. The Facilities Contract holder must exercise the utmost care in the use of school premises and agree to protect, indemnify, and save harmless Robbinsdale Area Schools and its officers and employees from any and all claims, liabilities, damages or rights of action directly or indirectly growing out of the use of the premises covered by the Facilities Contract.

6. The applicant may be required to provide a Certificate of Insurance and pre-pay fees before we release the Facilities Contract.

7. In the event of damage to school property, the Facilities Contract holder will accept the responsibility for same and will pay all appropriate repair costs.

8. Authorization for use of school facilities shall not be considered as an endorsement of or approval of the activity, group or organization nor the purposes they may represent.

9. When any organization is granted use of a school facility, either free or for a rental fee, and when publicity of the activity is disseminated by press, radio, leaflets or other means, the organization or association must agree to, at all times, fully identify itself, the name of the person who is the official representative of that organization and contact information for that official representative in/on all such publicity.

Safety

Users of Robbinsdale Area Schools buildings and grounds must agree to assume all responsibility for damage or liability of any kind and agree to hold faultless the district from any expense or costs in connection with the use of the school grounds and facilities and/or equipment under the facilities use contract.

Insurance Procedures

1) A Certificate of Insurance naming Robbinsdale Area Schools, as additionally insured, is required for all groups using district facilities with liability limits no less than $500,000 combined single limit.

2) Any loss or damage of facilities or equipment will be reported immediately to the Robbinsdale Area Schools personnel on duty or to the Community Education office at (763) 504-4917 by the leader in charge of the scheduled activity.  Within 72 hours after the activity, the building custodian or building supervisor will report any damage to the Community Education office.  The cost of this damage will be deducted from the $400 damage deposit.  Any unused amount of the deposit will be refunded.  Any amount of the damage over the $400 will be refunded.  Any amount of the damage over the $400 deposit will be charged to the facilities contract holder.

3) Contract holders may only use school facilities and equipment that are specified on their facilities contract and approved by the Program Director of Community Enrichment and Engagement.

4) Robbinsdale Area Schools is not responsible for the loss of personal or organizational items.

Damage Deposit Procedure

Facilities contract holders are required to pay a damage deposit 30 days in advance of the activity.  The damage deposit should be a check made payable to Robbinsdale Area Schools.  The deposit will be held until after the activity and if there is no damage the check will be returned to the contract holder.  If there is damage please see "Liability and Property Damage".

Security Officers

Prior to scheduling an activity, we may require security officers to be contracted to insure safe and appropriate behavior by those in attendance.  This requirement depends on the nature of the activity and the number attending.
